Position Summary

The Arizona Smokers Helpline (ASHLine) is located within the Mel and Enid Zuckerman College of Public Health at the University of Arizona and is funded by the state tax on tobacco products. ASHLine has been helping people quit tobacco since 1995 and offers free telephone and web-based tobacco cessation services and provides free training and technical assistance to healthcare providers throughout the state of Arizona. ASHLine is seeking a part-time Health Educator in the Phoenix metropolitan area to support expanded reach among healthcare providers in Maricopa County serving Medicaid beneficiaries.

The successful incumbent will oversee a caseload of organizational partners, providing them with consultation, training, technical assistance, and support in an effort to promote tobacco-related health systems change and reduce tobacco use prevalence among Arizonans on Medicaid. In addition, the incumbent will work closely and collaboratively with teammates to coordinate efforts and ensure quality and consistency of messaging among provider network partners statewide. The successful candidate will have proven attention to detail and a proficiency in both oral and written communication, especially public speaking.

Duties & Responsibilities
  • Promote health systems change among partner organizations (both proactively and reactively) in Maricopa County serving Medicaid beneficiaries.
  • Promote and support referral development strategies among organizations who are not ready and/or interested in systems change.
  • Maintain regular communication with targeted partner organizations and annual communication with non-targeted partner organizations who refer.
  • Monitor individual and team metrics to evaluate reach and effectiveness.
  • Deliver brief intervention trainings to partner organizations tailored to organizational audience and referral method (i.e., fax or electronic) and obtain training feedback from participants.
  • Contribute to the development and review of Community Development trainings, materials and other efforts to support health systems change.
  • Contribute to team efforts and support team strategies, growth and development.
  • Other duties as assigned to support team or organizational projects/goals.
Knowledge, Skills, & Abilities
  • Knowledge of public health issues related to tobacco dependence treatment and other at-risk health behaviors.
  • Awareness of health disparities and access barriers among Medicaid populations.
  • Knowledge of public health issues related to health systems change and health promotion.
  • Ability to multi-task, prioritize and meet timelines, effectively manage process, people, and outcomes.
  • Demonstrated competency in Microsoft Office (Word, Excel, PowerPoint)
  • Ability to work independently as well as function as a team member.
  • Strong leadership skills and high integrity.
Minimum Qualifications
  • Experience with health-related curriculum development and education programs specific to adult audiences.

Arizona Board of Regents Minimum Qualifications

Bachelor’s degree in Health Education or related field AND two years of health education experience; OR, six years of health education experience; OR, any equivalent combination of experience, training and/or education.

Preferred Qualifications
  • Master’s Degree in Public Health or related field.
  • Direct experience working with Medicaid plans, providers, and other health and human service providers and/or partner organizations to provide training, consultation or technical assistance.
  • Proven program outcomes that demonstrate consistent ability to be self-directed and creative.
  • Demonstrated background in preparing evidence-based educational materials for teaching/training persons from diverse backgrounds and varied levels of literacy.
  • Demonstrated ability to conduct community outreach and coordinate program efforts of and/or partner with a variety of groups and organizations.
