Position Summary

Manages the Cat Tran Shuttle Program consisting of multiple routes that operate throughout the University of Arizona campus and surrounding park and ride lots. The program transports approximately half a million passengers during the 12 months per year that the program operates. Coordinates with Shuttle Supervisor and PTS Automotive Mechanic on preventive maintenance and repairs of transit bus fleet in addition to other PTS Fleet vehicles. Provides leadership and guidance to a shuttle staff of approximately 30 individuals, who possess commercial driver’s license, and ensures that drivers remain CDL certified. Serves as a department liaison with customers, university staff and outside vendors.

Duties & Responsibilities

• Coordinates, monitors and supervises the activities of subordinates.
• Develops and recommends new or revised program goals and objectives.
• Develops and schedules program work plan in accordance with specifications and funding limitations; oversees daily operations and coordinates activities of program; determines priorities.
• Monitors and approves program expenditures ensuring that budget allocations are not overspent.
• Prepares or assists in preparation of proposal for funding and/or funding continuation from outside sponsors.
• Confers with and advises staff, students and others to provide technical advice, problem solving assistance, answers to questions and program goals and policy interpretation; refers to appropriate department person when unable to respond.
• Coordinates activities of program with interrelated activities of other programs, departments or staff to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.
• Prepares periodic reports, financial statements and records on program activities, progress, status or other special reports for management or outside agencies.
• Evaluates program effectiveness to develop improved methods; devises evaluation methodology and implements; analyzes results and recommends and/or takes appropriate action.
• Reviews applications or other program documents independently or in conjunction with supervisor to determine acceptance or make decisions pertaining to program.
• Interacts and maintains liaison with students, faculty, staff and outside/community agencies in facilitating program objectives.
• Provides input decisions regarding hiring, evaluation, promotion and termination of employees, or makes related recommendations that are given particular weight. Conducts/assists with new driver training; maintains personnel files pertinent to employee activity, conducts performance evaluations; performs employee counseling.
• Assists with the planning and development of new shuttle routes, shuttle stop locations, schedule changes, shuttle bid specifications, promotion and advertising associated with the shuttle program, and long-term planning.
• Develops policies and procedures relating to the shuttle program; obtains upper management approval when appropriate.
• Prepares and analyzes shuttle operation reports; including passenger counts, mileage, fuel consumption, route studies, expenditures etc. Provides reports to the Director/Associate Director/Senior Operations Manager.
• Ensures that all drivers are qualified to transport passengers in a commercial driving capacity, and that each driver meets the alcohol/drug testing requirements.
• Conducts commercial drivers license (CDL) Third Party training and testing for new employees and other authorized campus employees.
• Plans, organizes and directs functions and activities related to the maintenance, servicing, repair, operation, and procurement of vehicles for Parking & Transportation Services.
• Assists with the development and maintenance of a Vehicle Replacement Schedule for the PTS fleet.
• Performs other duties as assigned.

Knowledge, Skills, & Abilities
Minimum Qualifications

Ability to obtain Commercial Driver’s License (CDL) upon hire.

Arizona Board of Regents Minimum Qualifications

Bachelor’s degree in field appropriate to area of assignment AND two years of administrative/coordinative program experience; OR, six years of progressively responsible administrative coordinative program experience; OR, any equivalent combination of experience, training and/or education.

Preferred Qualifications

• Experience operating shuttle vehicles, buses, trams or large passenger vans.
• Experience scheduling, supervising shuttle or tram operations.
• Experience with Microsoft Office Suite
• Experience with budget preparation, analysis, and expense monitoring.
• Experience conducting performance evaluations, counseling employees, recommending disciplinary follow-up.
• Excellent verbal and written communication skills.
• Experience conducting hiring interviews, recommending to hire.
• Knowledge of Arizona motor vehicle laws.
• Excellent public relations skills.
• Excellent organizational and planning skills.
• Possesion of Class A, B or C CDL with passenger endorsement.
