Position Summary

The Financial Services Office (FSO) seeks a full-time Accounts Payable Manager, to manage the operations and activities of a central Accounts Payable function. The primary functions of this incumbent will be the supervision of employees; monitoring activities; satisfying reporting requirements; training and oversight to ensure processes are timely, accurate and responsive. This position requires a conscientious individual who will display a high degree of professionalism and who possesses skills in setting priorities, while managing a wide variety of duties, under minimal supervision.

Duties & Responsibilities

The incumbent for this position is responsible for decision making, policy development and implementation of decisions and/or policies by supervising and coordinating activities within the Operations area within the Financial Services Office to include the following duties:
• Supervises the activities of subordinates including training, procedures, coaching, mentoring and conformance to University, State and Federal policies.
• Oversees the implementation of changes to work assignments, methods or procedures to meet operational needs.
• Improve accuracy and efficiency of all aspects of the Accounts Payable processing system.
• Analyzes, resolves and answers complex or difficult problems presented by subordinates, University staff, students, faculty or vendors.
• Formulate, recommend and implement changes to departmental policy, procedures or systems to ensure integrity of the Accounts Payable system.
• Interprets University Financial policies and effectively communicate and provide training with the University staff, faculty and students.
• Recommends modifications to existing system and implement system upgrades through coordination with all units involved in the production of Accounts Payable.
• Recommends appropriate changes to policies and procedures as required by system upgrades and ensures compliance in Federal or State regulations as well as, State Travel and Risk Management Policies to ensure compliance.
• Ensures accurate entry and review of transactions within the UAccess Financial accounting system and take appropriate action when an error occurs to include training, accountability and follow-thru on implementing procedures/tools for staff to eliminate repeat occurrences.
• Recommendation and oversight on selection of vendors/supplies for Accounts Payable services to the University.
• Accumulate and review statistical data for monitoring activities and make appropriate recommendations for staffing levels and reclassifications of positions as needed to maintain Accounts Payable standards.
• Interprets University Human Resource policy and apply appropriate action to ensure staff are meeting job performance and unit goals, while supporting a healthy work environment.
• Oversees the hiring, evaluation, coaching and discipline for Accounts Payable/Travel staff.
• Ensure compliance with University policies and procedures
• Oversight of appropriate Sales/Use Tax application as well as accurate 1042 and 1099 tax reporting.
• Other duties as assigned by management

Knowledge, Skills, & Abilities

• Knowledge of accounting principles and practices.
• Knowledge of the principles and practices of supervision.
• Skill in preparing accurate and complete financial reports from accounting data/reports.
• Ability to work and communicate effectively with people from a variety of culturally diverse backgrounds.

Bachelor’s degree in Business Administration or related area AND two years accounts payable or accounting or related experience which included one year supervisory experience; OR, Six years of progressively responsible accounts payable or accounting or directly related experience which included one year supervisory experience; OR, Any equivalent combination of experience, training and/or education.

Preferred Qualifications

• Six years of Accounts Payable management experience, banking or accounting experience.
• Knowledge of University policies and procedures as they relate to purchasing and accounts payable.
