Position Summary

Works with sectional Senior Manager and Program Coordinator to plan, supervise and monitor the operations of the “Cat Tran” shuttle service. Coordinates activities and functions related to the management of the vehicle fleet for Parking & Transportation Services (PTS) at the University of Arizona. Directs, plans, budgets and organizes activities related to the maintenance, servicing, repair, inspections, operation, and procurement of PTS fleet vehicles and parts. Coordinates and directs personnel and resources to meet PTS vehicle needs and operational requirements.
This position will require working outside in adverse weather conditions (e.g, extreme heat and cold).

Duties & Responsibilities

• Supervises the activities one or more part time or full time employees and students; supervises the shuttle area ensuring orderliness, safety and security.
• Prepares work schedules, delegates work assignments as needed, evaluates and resolves routine problems presented by employees; assists with shuttle driving as needed (absences, lunches, breaks, special events, etc.).
• Provides input decisions regarding hiring, evaluation, promotion and termination of employees, or makes related recommendations that are given particular weight. Conducts/assists with new driver training; maintains personnel files pertinent to employee activity, conducts performance evaluations; performs employee counseling.
• Assists the Program Coordinator with shuttle planning and program development; including making recommendations for new shuttle routes, shuttle stop locations, shuttle schedule changes, shuttle bid specifications, promotion and advertising of space on the shuttle and long term planning.
• Develops policies and procedures relating to the shuttle service; obtains management approval when appropriate.
• Plans, organizes and directs functions and activities related to the maintenance, servicing, repair, operation, and procurement of vehicles for Parking & Transportation Services.
• Coordinates and monitors the departmental and shuttle vehicle maintenance program; coordinates with vendors the maintenance/repair of PTS vehicles; tracks vehicle expenses; signs off on vehicle repair orders and provide such to Program Coordinator; conducts vehicle inspections for compliance with University, departmental, Federal and State regulations; maintains parts and supplies needed for routine vehicle maintenance/ cleanliness and monitors vehicle service warranties.
• Develops and maintains a Vehicle Replacement Schedule for the PTS fleet.
• Serves as liaison with campus community regarding the shuttle program, including assisting the Program Coordinator for Visitor and Special Event programs on requests for special shuttle services.
• Tracks and monitors expenditures against budget allocation, including assisting the Program Coordinator with the annual budget preparation relating to the shuttle program.
• Prepares and analyzes shuttle operation reports; including passenger counts, mileage, fuel consumption, route studies, expenditures, etc. Assists with data input as needed. Provides reports to Program Coordinator.
• Conducts commercial drivers license (CDL) Third Party training and testing for new employees and other authorized campus employees.
• Maintains up-to-date field communications regarding the shuttle service; (two-way shuttle radio system) coordinates the placement of notifications and flyers at shuttle stops, inside of shuttle vehicles, as well as other appropriate locations.
• Performs other duties as assigned.

Knowledge, Skills, & Abilities

• Knowledge of supervisory principles and practices.
• Knowledge of office management practices.
• Skill in applying maintenance and repair techniques
• Knowledge of purchasing practices and procedures
• Knowledge of motorized vehicles and maintenance techniques involving shuttle vans, pickup trucks, buses, etc.).
• Knowledge of parking and tram operations, headway, scheduling, routing, etc.
• Knowledge of Federal Motor Carrier Safety regulations; Arizona motor vehicle regulations; CDL requirements.
• Knowledge in use of MS office, Windows, Outlook
• Knowledge of good public relations skills.
• Knowledge of Arizona motor vehicle laws.
• Skill in organizing work activities and people. Excellent interpersonal skills.
• Skill in recording and compiling material for reports.
• Skill in operation of a variety of office machines including, personal computer, telephone, copier, fax and voice mail as well as mobile devices such as cellular phones and tablets.
• Ability to operate 15-24 passenger shuttle Van with disabled lift. Knowledge of ADA requirements for shuttle van service.
• Ability to effectively communicate both orally and in writing as well as work independently.

High School diploma with four years of experience driving shuttles, buses, trams, or passenger vans, one year of supervisory experience related to field and two years of progressively general office experience; OR, Associates degree in Business Administration or related field AND two years of experience driving shuttles, buses, trams or passenger vans, one year of supervisory experience related to field and one year of progressively general office experience; OR, Any equivalent combination of experience, training and/or education. Possession of valid Commercial Driver’s license (CDL), Class B or C with passenger endorsement.
