Position Summary

The University of Arizona College of Medicine – Phoenix invites applications for the position of Associate Dean for Finance and Administration. The position is responsible for all budgetary and administrative activity in the College including an annual “all funds” operating budget of over $100 million. The College includes approximately 1,800 faculty, both on-campus and volunteer faculty, who share their skills, expertise and time to training the next generation of physicians in Arizona and beyond. The College is organized into specialty administrative units, centers, core facilities and academic departments including expanding clinical departments in partnership with Banner University Medical Center – Phoenix.

Reporting directly to the Dean of the College, the Associate Dean is a key member of the College’s senior leadership team responsible for annual budgeting, strategic financial planning, and development/deployment of the administrative infrastructure necessary for supporting and sustaining the College’s tripartite mission. The successful candidate will be an established leader with a demonstrated track record of administrative and financial experience preferably in a complex academic health center and/or University setting.

Duties & Responsibilities

The incumbent will plan, direct, and manage the comprehensive business affairs of the College, including analysis and management of college-wide budgets, program development, and initiation of new college financial strategies, policy development, financial reporting, and mission-based business development in cooperation with affiliated clinical partner hospitals, health systems, and physician practice groups.

  • Participate in and support institutional financial strategic planning efforts within the College with an emphasis on associated resource requirements, systems, and processes needed to support long-range plans.
  • Responsible for preparation and fiscal management of the College of Medicine – Phoenix “all funds” operating budget (~$100 million annually). This includes working with the University of Arizona Health Sciences (UAHS) finance and other University budget and finance stakeholders to establish and realign budget categories, monitor account balances, encumbrances and tentative transactions, and complete fiscal year-end close reporting.
  • Participates with the dean and other senior officers addressing institutional planning, policy development and problem resolutions and when necessary ensures progress around key strategic initiatives, deliverables and action items.
  • Advocates, with the Dean, for resources necessary for faculty and the college to achieve excellence and national distinction in research, education and clinical care.
  • Partners with affiliates, local stakeholders and Phoenix-based UA colleges to foster a collaborative interdisciplinary environment on the Phoenix Biomedical Campus
  • Direct and partner with College budget and finance staff to preserve and enhance financial assets, including controls and management reporting, oversight of budget projections, capital planning, fund application, expenditures and compliance.
  • Utilize budget data to assist with planning future needs for hiring, research, student support and other college initiatives.
  • Provides analysis, planning and strategic budgeting for a range of new enterprises and initiatives (especially within the context of the University’s Responsibility Centered Management (RCM) budget methodology) and monitors and reports on financial progress as appropriate.
  • Support shared business process and financial proforma development and other business related activity as necessary for advancing the academic affiliation agreement between the University and Banner Health.
  • Provide financial management and oversight of the College’s sponsored research portfolio and serve as key administrative liaison to UAHS Research Administration and UA Office for Research & Discovery in support of faculty sponsored research activities.
  • Oversee and monitor fulfillment of Dean’s Office commitments (e.g., current/future startup, renovation, salary, and program development) advising the Dean as to best utilization and leveraging of College resources.
  • Coordinate special projects on behalf of the Dean with college senior administrators, leaders, and/or, other University colleges, and administrative units, clinical partners, and other agencies and/or other constituencies.
  • Develop and negotiate the financial component of agreements and contracts between the University, affiliated partners and/or external entities as directed by the Dean; Work with the Office of General Counsel (OGC) and other content experts to provide timely information for completion of contracts.
  • In partnership with UAHS and University centralized human resource support units, coordinate human resources functions for the College.
  • Conduct regular/reoccurring meetings with College administrative, business, and other support staff as necessary in providing administrative direction in the management and operation of the College.
  • Foster strong business relationships internally and externally in order to manage existing business relations and identify new business opportunities that will enhance the College’s business performance.
  • Stay apprised of College, campus, and clinical partners’ events and activities in order to anticipate and support the administrative and business affairs-related needs.
  • Represent the College on various University committees; communicate information to appropriate constituencies.
  • Other duties as delegated by the Dean.

Minimum Qualifications
  • Bachelor’s degree and seven years related experience, including experience in the following areas: leadership, business and financial planning, operations, and management.
  • An equivalent combination of education and experience may be considered.
  • Direct work experience in an academic health center or College of Medicine setting involving business, finance, and administrative operations related practices and procedures.
Preferred Qualifications
  • MBA or Master’s degree in Health Services, Business, Administration, Public Affairs or related field or equivalent; OR
  • C.P.A. and seven years of progressively responsible experience in an academic medical center, health care organization, health sciences college, University, or related entity with direct administrative and leadership experience.
  • Five to ten years senior management experience in a major research university and/or academic medical center.
  • Practical experience in implementation and operation of Responsibility Management (RCM) budget practices and principles.
  • Progressive responsibility and experience in management of grant, contract and clinical activities.
  • Advanced skill using accounting/financial software applications, and PeopleSoft Financials.
  • Demonstrated experience and success in leading change initiatives, formulating policy and development and implementation of new strategies and procedures.
