Position Summary

Steward Observatory at The University of Arizona is one of the premier centers of astronomical studies in the world and has an opportunity for a creative and innovative manager in our cutting edge technical environment. Steward Observatory seeks candidates for the position of Technical Project Manager in the Engineering and Technical Services group. The selected candidate will be responsible for managing projects that utilize engineering and technical support in the development of telescopes, including optics fabrication, telescope control systems, primary and secondary mirror support, instrumentation development and various supporting functions for sub-systems of the telescope during development, fabrication and operation.

Duties & Responsibilities

• Manages technical projects to scope, schedule, budget and risk.
• Prepares proposals in conjunction with Principal Investigators, Business Office and UA Administration.
• Develops, writes and assists in negotiation of the technical aspects of contracts.
• Communicates and ability to work effectively with customers, scientists, engineers, technicians, business officers and other University officials.
• Coordinates, monitors and /or supervises the activities of designated groups and subordinates.
• Develops and schedules work plans in accordance with specifications and funding limitations; oversees daily operations and coordinates activities of project expenditures ensuring that budget allocations are not overspent.
• Prepares periodic reports, financial statements and records on project activities, progress, projections or other special reports.
• Successfully considers the long-term implications and short-term gains of decisions.
• Has excellent organizational, analytical, communication, presentation, and negotiation skills.
• Coordinates activities of projects, staff and departments with interrelated activities to ensure optimum efficiency of effort, conservation of funds and compliance with appropriate policies, procedures and specifications.
• Ensure contract compliance.
• Any and all additional duties as assigned.

Knowledge, Skills, & Abilities
Minimum Qualifications

• Bachelor’s degree in engineering or science with more than five years of technical work experience AND five years of technical project management experience in engineering or science.
• Knowledge of budgeting, accounting principles and Microsoft Project.
• Knowledge of organizational practices with skills in organizing work of self and others.
• Able to work well in a broad matrix organization with many projects in a team environment.
• Demonstrated ability to manage challenging projects efficiently to completion.
• Ability to communicate effectively.

Preferred Qualifications

• Engineering experience with optics, telescopes, electronics and custom machines.
• Knowledge of UA budgeting, accounting principles and administrative systems.
• Experience in optical fabrication, optics, telescopes, instrumentation and astronomy.
