Position Summary

The University of Arizona Center for Rural Health (AzCRH) was awarded a Cooperative Agreement to Support Navigators in Arizona’s Federally Facilitated Marketplace.
The AzCRH Navigator will:
1. Increase the participation rate of eligible uninsured Arizonans in its Federally Facilitated Marketplace Qualified Health Plans (FFM QHPs).
2. Facilitate re-enrollment for eligible Arizonans in its FFM QHPs, Medicaid and the Children’s Health Insurance Program (CHIP).

Under the general supervision of the Director of the Center for Rural Health, this position will conduct outreach, enrollment, education, marketing, and re-enrollment activities in Arizona’s Marketplace. AzCRH prioritizes hard to reach rural areas and populations with historically low FFM participation rates including Latino, American Indian, rural, disabled and special populations in all 15 Arizona counties, specifically Coconino, Mohave, Navajo and Apache Counties. Navigators raise awareness, provide education, distribute FFM enrollment information, education and materials. Navigators collaborate with consumers, stakeholders, and other funded Arizona Navigator programs. Navigators provide enrollment assistance, educate eligible consumers about coverage resources in Arizona’s Marketplace, and direct consumers ineligible for Marketplace coverage to other potential coverage available through the Medicaid program – the Arizona Health Care Cost Containment System (AHCCCS) – or other programs. Navigators serve as an unbiased, accurate resource for consumers, businesses and others about plans offered in the Arizona Marketplace, Medicaid coverage, and other coverage alternatives. AzCRH Navigators work off campus, based out of community organizations.

This position requires some evening and weekend work. The successful candidate must be comfortable and effective at working with culturally diverse groups of individuals. Also possess the ability to successfully manage differing needs, interests and viewpoints from consumers. An enthusiasm for health care reform is necessary.

Duties & Responsibilities
  • Attend all required training sessions, complete the certification process, pass the navigator certification examination, complete the Arizona Navigator licensing process, complete Arizona’s required fingerprinting, and comply with all federal and state Navigator requirements to maintain certification and licensing through the duration of employment.
  • Provide education, enrollment and re-enrollment services to target populations.
  • Advise and assist community members with health insurance questions, including determining eligibility for coverage, selecting a Marketplace plan, providing information about cost sharing and premium assistance through tax credit subsidies, co-pays, deductibles and out-of-pocket expenses for plans offered on the Arizona Marketplace, and as appropriate, information for other public coverage or assistance programs.
  • Maintain and adhere to required client confidentiality standards, appropriate policies to control conflicts of interest, and ensure assistance meets privacy and security standards.
  • Enter assistance data on a daily basis into the online database.
  • Submit required reports to project staff in a timely manner.
  • Track progress toward goals.
  • Regularly communicate with project staff about data, performance and program needs.
  • Work collaboratively with regional staff and members of the advocacy and business communities to coordinate public education, outreach and enrollment assistance.
  • Attend on-going education and training.
  • Schedule, coordinate, and deliver community educational presentations, seminars, and outreach events.
  • Provide excellent customer service to internal and external clients.
Knowledge, Skills, & Abilities
  • Significant knowledge about health insurance, health coverage operations, and federal health care reform.
  • Experience with or ability to learn software packages and client tracking systems.
  • Experience with or ability to learn software packages and client tracking systems.
  • Able to successfully manage differing needs, interests and viewpoints.
  • Strong analytical, and writing skills.
  • Comfortable and effective at working with culturally diverse groups of individuals.
Minimum Qualifications
  • Proficiency in Word, PowerPoint, and Excel.
Arizona Board of Regents Minimum Qualifications

Bachelor’s degree in Health Education or related field AND two years of health education experience; OR, six years of health education experience; OR, any equivalent combination of experience, training and/or education.

Preferred Qualifications
  • 2016-2017 Federally Certified Assister (Navigator or Certified Application Counselor) with a current Arizona Department of Insurance license or Benefit Coordinator.
  • Basic knowledge of health insurance and health care system.
  • Experience developing and implementing education and outreach programs.
  • Experience working with community-based outreach and/or community services.
