Position Summary

Under the direction and supervision of the Director and General Manager of Arizona Public Media (AZPM), the Chief Operating Officer (COO) serves as an integral member of the executive leadership team in furtherance of AZPM’s mission, which is to educate, inform, and inspire, by bringing people and ideas together. The COO will have a blended role leading and managing the development and operations functions, ensuring effective integration and strong execution of each for optimized results. In coordination with other members of the executive leadership team, the successful candidate will contribute to the setting, aligning and implementing of AZPM’s strategic plan and, when called upon by the Director and General Manager to do so, reporting progress to AZPM’s Community Advisory Board (CAB). The COO will assist in the development and maintenance of business plans involving each of AZPM’s strategic priorities (Audience Development, Visibility and Community Engagement, and Sustainability and Accountability) that lead to success in achieving strategic goals. The successful candidate will lead and oversee AZPM’s operational activities for broadcast, radio and television initiatives including local and national productions, technical operations, media platforms and communications. The COO will also supervise as direct reports the department heads of the following internal operational divisions: Content Production, Engineering, IT Services, Marketing and Communications, News, Radio Programming, TV Production, and TV Programming. With regard to this component of the COO’s responsibilities, the COO shall be expected to act as an example and to provide the department heads with coaching and support, setting high standards of performance to include, but not be limited to, firm, fair and consistent direction, and to ensure role clarity, focus and accountability. Additional duties may be assigned from time to time.

Duties & Responsibilities

Strategy:

  • Assist the Director and General Manager with operational and strategic planning and execution, provide recommendations based on strategic objectives, capacity analysis and projections, cost identification and allocation, and revenue and expense analysis.
  • Assist the Director and General Manager with the implementation and maintenance of a system for tracking and reporting on the progress of strategic plan implementations; assist with ensuring regular review of the plan and the development and implementation of revisions as necessary.
  • Serve as a community liaison and organizational advocate building opportunities and relationships that will help expand AZPM’s ability to accomplish the mission.
  • In consultation with the Director and General Manager, publicly represent AZPM with the media and external constituency groups including community, governmental, and private organizations and build awareness of and excitement for AZPM’s mission.

Revenue Development

  • Establish a thorough understanding of each of the organization’s funding streams from individuals, foundations, corporations, foundations, the University, and government which are sourced through individual relationships, on-air pledge, membership, events, initiatives, facility/asset rentals, and other channels.
  • Assist with the leadership of AZPM in the creation and implementation of business plans and product placement; participate in the education of staff to ensure consistent messaging and branding.
  • Assist in strengthening AZPM’s overall fundraising capacity to increase year over year revenue to support AZPM’s ability to deliver and expand positive impact in the community we serve.

Operations Management

  • Provide effective and inspiring leadership by being actively involved in all programs and services; earn trust, respect, and credibility through experience, confidence, mutual respect and humility.
  • Lead continuous improvement efforts; identify opportunities for AZPM to leverage cross-platform strengths to take advantage of new opportunities and/or to address organizational challenges.
  • Prepare and submit an annual operating budget, manage effectively within this budget, and report accurately on progress made and challenges encountered.
  • Ensure the continued financial viability of AZPM through sound fiscal management of all departmental operational budgets.
  • Maintain disciplined processes driven by proven project management methods to ensure all aspects of a project to produce a service – branding, marketing and production – are coordinated.
  • Oversee production – planning, partner development, funding, negotiating contracts, budgeting, technical requirements, logistics, etc.

Team Management

  • Engage members of the management team to facilitate cross-department collaboration that ensures that solutions positively support AZPM’s evolving strategy, operational delivery, and data collection needs.
  • Lead, coach, develop, and retain AZPM’s high-performance department heads with an emphasis on developing capacity in strategic analysis, planning, process and project management and continuous improvement.
  • Ensure ongoing development of staff through performance management, coaching, mentoring, and succession planning.

Compliance

  • Serve as the Chief Compliance Officer and Facilities Manager, ensuring adherence to federal, state and local regulations, regulatory reporting requirements, and timelines.

      - Community Service Grant (and other Grant) Eligibility Submissions
      - Posting of CPB Annual Reports and Financials for the Radio and Television Stations
      - Preparation of portions of the Annual SABS and SAS Reports
  • AZPM Facility.
    - Serve as the University of Arizona (UA) Building Manager.

  • Possesses unique understanding and experience with Network level productions and program management skills.
  • Possesses an unwavering commitment to quality programs and data-driven program evaluation.
  • Strong technical acumen; ability to understand and lead broadcast equipment operations and support technicians and engineers.
  • Passion, humility, integrity, positive attitude, mission-driven, and self-directed.
Minimum Qualifications
  • Bachelor’s Degree in Business, Communications, or related field.
  • 10+ years of experience with a track record of success in a development leadership role (managing and forging relationships, writing business plans and proposals).
  • 10+ years of experience in radio and video production, large scale production planning including technical operations, production budgets, project logistics and partner negotiations.
  • 5 Years supervising multiple department managers and their associated staffs.
  • Journeyman-level knowledge of and experience with FCC rules and regulations pertaining to public radio and television broadcast operations including regulatory reporting requirements.
Preferred Qualifications
  • Master’s Degree in Business, Communications, or a related field strongly preferred.
